Solicitation Number: 19AJ2022Q0027 Mid-size Hybrid SUV for FAC


Dear Prospective Quoter:


The Embassy of the United States of America invites you to submit a quotation for brand new Mid-size Hybrid SUV.

Enclosed is a Request for Quotations (RFQ) for Mid-size hybrid SUV. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The deadline for receipt of quotations is 6:00 PM Baku Time, on September 1, 2022. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Your quotation must be submitted electronically only to BakuBidBox@state.gov with a copy to BakuBidBox@gmail.com.  It is important to make sure the submission is made in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format.  The file size must not exceed 30MB.  If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.  Please do not compress your quotation files with ZIP, RAR or any other software. U.S. Embassy servers will not accept such files.


Include solicitation number 19AJ2022Q0027 in the subject line of your quotation. Failure to follow this requirement may cause disqualification of you quotation.


In order for a quotation to be considered, you must also complete and submit the following:

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102.  Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given.  Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

PROCUREMENT TYPE:  Pre-Solicitation

TITLE:  Repair/Replace toilets walls and ceiling tiles at the Chancery of the U.S. Embassy.

DESCRIPTION:  The American Embassy Baku hereby provides the following Pre-Solicitation Notice in respect of the issuance of a Request for Proposal (RFP) for Repair/Replace toilets walls and ceiling tiles at the Chancery at U.S. Embassy Baku, Azerbaijan. The U.S Embassy Baku intends to issue a single Firm-Fixed-Price construction contract for the project. The Contractor is solely responsible for providing construction services necessary to meet the requirements of this contract. The Contractor shall complete the project in accordance with the technical requirements which will be provided with the solicitation. A site visit will be held at the site in August 2022. The exact date will be announced later.  Companies interested in the solicitation shall express their interest by written correspondence to the attention of Procurement Agent Anar Rzayev at e-mail address RzayevA@state.gov no later than August 5, 2022 using the solicitation number 19AJ2022Q0026 in the subject line. The Embassy of the United States of America invites you to submit a proposal for Maintenance and Repairing project at Warehouse of the U.S. Embassy Baku.

If you are interested in submitting a proposal on this project, read the instructions in Section L of the attached Request for Proposals (RFP).

Please email your proposal to BAKUBIDBOX@STATE.GOV with a copy to BAKUBIDBOX@GMAIL.COM on or before 18:00 (6:00 pm) Baku time, August 8, 2022. No proposal will be acceptable after this time.

If you intend to submit a proposal, you should thoroughly examine all documents contained in the contract solicitation package.  Submit any questions you may have concerning the solicitation documents in writing by August 1, 2022.  Responses will be sent in writing to all contractors on our list of interested parties.

Complete the OFFER portion of the Standard Form 1442, including all blank spaces, and have the form signed by an authorized representative of your company, or the proposal may be considered unacceptable and may be rejected.

The title of the email with your proposal must state the solicitation number. Failure to adhere to this requirement may result in your proposal disqualification.

Please do not compress your offers with ZIP or any other software. U.S. Embassy Baku servers will not accept the files.

In order for a proposal to be considered, you must also complete and submit the following:

  1. Section B and Attachment 4, Proposal Breakdown by Divisions;
  2. Section A, Executed Standard Form 1442
  3. Section K, Representations and Certifications;
  4. Bar Chart illustrating sequence of work to be performed;
  5. Additional information as required in Section L.

The contract will be a firm fixed price contract, with no adjustment for any escalation in costs or prices of labor or materials.  Each offeror will be responsible for determining the amount of labor and materials that will be required to complete the project, and for pricing its proposal accordingly.

Please be advised that each offeror is responsible for furnishing complete information to its subcontractor and suppliers, such as details and quantities required by the drawings and specifications.  Subcontractors and suppliers should not be referred to the Embassy for determining the amount or quantities of materials required.

The construction completion time is 110 days.  In the event of an unauthorized or unexcused delay in completing the project, liquidated damages in the amount of USD 164.23 per calendar day will be assessed until substantial completion of the project is achieved.

The Contracting Officer reserves the right to reject any and all proposals and to waive any informality in proposals received.  In addition, the Embassy reserves the right to establish a competitive range of one or more offerors and to conduct further negotiations concerning price and other terms before awarding the contract, or to award without discussions.

An organized Site Visit will be held on July 25, 2022 at 15:00 at Warehouse 51 Mammadhamid Sharifov St.

Offerors planning to attend the site visit must submit the names (First Name, Surname), nationality and phone number of their company’s representatives to the attention of Anar Rzayev, Procurement Agent, U.S. Embassy Baku, e-mail: RzayevA@state.gov no later than July 21, 2022. This information must be provided in order to ensure access to the site. No substitutes or additional persons may attend the site visit. Attendees are requested to carry their photo ID along with them. Due to COVID-19 attendance is limited to 1 person per company. Social distancing regulations shall apply.
