Installation of Side Panel at the Rally Point at the U.S. Embassy Baku

Dear Prospective Offeror:

Linked is a Request for Quotes (RFQ) for Installation of Side Panel at the Rally Point at the U.S. Embassy Baku, Azerbaijan. If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows the letter.

 

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

 

Quotations are due by June 19, 2023, 18:00, Baku Time. No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted.

 

An organized Site Visit will be held on Thursday, June 8, 2023, at 14:00 hour local time at U.S. Embassy Baku 111 Azadliq ave, Baku, Azerbaijan AZ1007.

 

Offerors planning to attend the site visit must submit the names (First Name, Surname), nationality and phone number of their company’s representatives to Procurement Agent Vahid Movsumov at e-mail address: MovsumovVI@state.gov no later than 10:00AM on June 7, 2023. This information must be provided in order to ensure access to the site. No substitutes or additional persons may attend the site visit. Attendees are requested to carry their photo ID along with them.

 

Your quotation must be submitted electronically to only BAKUBIDBOX@STATE.GOV with BAKUBIDBOX@GMAIL.COM on copy. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

 

Please do not compress your offers with ZIP or any other software. U.S. Embassy Baku servers will not accept them.

 

In order for a quotation to be considered, you must also complete and submit the following:

  2. Section A, Pricing
  3. Section L Representations and Certifications
  4. Additional information as required in Section J

 

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

Repair/Replace Toilets’ Walls and Ceiling Tiles at the Chancery of the U.S. Embassy Baku

Dear Offeror,

The Embassy of the United States of America invites you to submit a proposal for of Repair/Replace Toilets’ Walls and Ceiling Tiles at the Chancery of the U.S. Embassy Baku.

Please see attached the following documents:

If you are interested in submitting a proposal on this project, read the instructions in Section L of the attached Request for Proposals (RFP).

 

Please email your proposal to BAKUBIDBOX@STATE.GOV with a copy to BAKUBIDBOX@GMAIL.COM on or before 18:00 (6:00 pm) Baku time, June 16, 2023. No proposal will be acceptable after this time.

 

If you intend to submit a proposal, you should thoroughly examine all documents contained in the contract solicitation package.  Submit any questions you may have concerning the solicitation documents in writing by June 13, 2023.  Responses will be sent in writing to all contractors on our list of interested parties.

 

Complete the OFFER portion of the Standard Form 1442, including all blank spaces, and have the form signed by an authorized representative of your company, or the proposal may be considered unacceptable and may be rejected.

 

The title of the email with your proposal must state the solicitation number. Failure to adhere to this requirement may result in your proposal disqualification.

In order for a proposal to be considered, you must also complete and submit the following:

  1. Section B and Attachment 4, Proposal Breakdown by Divisions;
  2. Section A and Executed Standard Form 1442
  3. Section K, Representations and Certifications;
  4. Bar Chart illustrating sequence of work to be performed;
  5. Additional information as required in Section L.

 

The contract will be a firm fixed price contract, with no adjustment for any escalation in costs or prices of labor or materials.  Each offeror will be responsible for determining the amount of labor and materials that will be required to complete the project, and for pricing its proposal accordingly.

 

Please be advised that each offeror is responsible for furnishing complete information to its subcontractor and suppliers, such as details and quantities required by the drawings and specifications.  Subcontractors and suppliers should not be referred to the Embassy for determining the amount or quantities of materials required.

 

The construction completion time is 40 days.  In the event of an unauthorized or unexcused delay in completing the project, liquidated damages in the amount of USD 205.80 per calendar day will be assessed until substantial completion of the project is achieved.

 

The Contracting Officer reserves the right to reject any and all proposals and to waive any informality in proposals received.  In addition, the Embassy reserves the right to establish a competitive range of one or more offerors and to conduct further negotiations concerning price and other terms before awarding the contract, or to award without discussions.

Boots for Local Guard Force

Dear Quoter,

The U.S. Embassy Baku would like to procure boots for Local Guard Force.

Attached files are: SF-18 form with detailed information for boots and FAR clauses and brand name justification (JOFOC for Boots).

Your quotation must the items in the same sequence as they are stated in attached SF-18. If you do not have some sizes or color, please do not delete lines but put 0 (zero) in the quantity column. The preference for the award will be given to contractors capable of providing all the required sizes of boots.

All the boots shall be brand new.

All the items must be consolidated and dispatched in one shipment within 30 days after the award;

The contractor must be able to change incorrect item(s) promptly and free of charge. However, if the item(s) is incorrect due to the Embassy’s fault (eg. wrong size) the Embassy will cover the transportation cost. If some items are backordered the contractor must consolidate at least 90% of the order in a single shipment and dispatch. When all the remaining items become available the contractor must consolidate them in a single shipment and dispatch.

The contractor must put packing slips in each shipping box;

The contractor must keep copies of all packing slips;

The U.S. Embassy Baku may cancel the RFQ or any part of it.

You are encouraged to make your quotation competitive. Award will be made to the lowest priced, technically acceptable quoter.

The U.S. Embassy Baku reserves the right to reject quotes that are unreasonably low or high in price.

The U.S. Embassy will pay the contractor electronic fund transfer within 30 calendar days after receiving goods and proper invoice.

The American Embassy Baku hereby provides the following Pre-Solicitation Notice in respect of the issuance of a Request for Quotation (RFQ) for:

The U.S Embassy Baku intends to issue a single Firm-Fixed-Price construction contract for the project.

The Contractor is solely responsible for providing construction services necessary to meet the requirements of this contract.

The Contractor shall complete the project in accordance with the technical requirements which will be provided with the solicitation.

 

A site visit will be held at the site in mid-June 2023. The Government plans to award the contract in July 2023.

Catering services for the celebration of Independence Day

Dear Prospective Vendors,

The Embassy of The United States of America invites you to submit a quotation for catering services for the celebration of Independence Day to be held on June 23, 2023, at the Embassy Compound.

Please find attached a Statement of Work (SOW) with all the information necessary for your quotes; as well as Clauses for Purchase Orders exceeding USD 10,000.00 and SF1449 form.

Please submit your quotations to BAKUBIDBOX@STATE.GOV and CC-ed to BAKUBIDBOX@GMAIL.COM no later than 11:00 a.m. Baku time on May 12, 2023. No quotations will be accepted after the mentioned date and time.

An organized site visit will be held on May 5th, 2023, at 11:00 am at the U.S. Embassy Baku, 111 Azadlig Ave. In order to take part in the site visit, prospective quoters should arrange access to the premises by e-mailing the names of the visitors and contact phone numbers to my e-mail address (rzayeva@state.gov) no later than 15:00 on May 4th, 2023. No one will be allowed to enter the premises without prior notification and approval.

Award will be made to the responsible company submitting an acceptable quotation at the lowest price and feedback from technical evaluation panel.

The offeror / quoter can provide the necessary personnel, equipment, and financial resources needed to perform the work.

The U.S. Embassy intends to award the contract based on initial quotations, without holding discussions, although we may hold discussions if there is a need to do so.

 

Invoice Payment:  Payment will be made in accordance with Federal Acquisition Regulation FAR32.9 “Prompt Payment” within 30 calendar days after services provision and receiving of the proper invoice(s).

 

This Request for Quotation (RFQ) does not commit the U.S. Embassy to make any award. The Embassy may cancel this RFQ or any part of it.
