Hugo Guevara took up duties as Deputy Chief of Mission at the U.S. Embassy in Baku on June 29, 2022. Prior to that, he was director of the International Narcotics and Law Enforcement Section in Guatemala where he managed U.S. security and rule-of-law cooperation. Before going to Guatemala, he was Senior Advisor to Amb. David H. Thorne in Washington D.C., engaged in implementation of the State Department’s Shared Prosperity Agenda in the Western Hemisphere and Europe.
Mr. Guevara has also served as Deputy Director in the Office of Nordic and Baltic Affairs and spent a year on detail to the U.S. Senate as a foreign policy advisor to Senator Marco Rubio of Florida, covering the full range of foreign affairs portfolios. He has served as a Senior Watch Officer in the State Department’s 24-hour Operations Center and as Deputy Chief of the Political-Military Affairs Unit at the U.S. Embassy in Berlin.
Prior assignments include desk officer for German political affairs at the State Department in Washington D.C. and overseas tours at the U.S. Embassy in Moscow and the U.S. Consulate in Guayaquil, Ecuador.
Mr. Guevara has a bachelor’s degree from the University of Notre Dame and a master’s degree from Johns Hopkins University – SAIS.
