The Public Affairs Section of the U.S. Embassy in Azerbaijan works to foster mutual understanding between the United States and Azerbaijan through international educational and training exchange programs. These programs in turn promote personal, professional, and institutional ties between private citizens and organizations in the United States and abroad.
In addition to bringing U.S. scholars and researchers to Azerbaijan, the U.S. Department of State sends Azerbaijani students, educators and professionals to the United States every year on a variety of programs.
The United States supports international education and welcomes foreign students and exchange visitors. Before applying for a visa, students and exchange visitors must be accepted by their schools or program sponsors.

Funding Opportunity Title: English Language Programs
The U.S. Embassy is pleased to announce an open call for proposals from interested individuals and organizations to for its English Language Teaching Program. This program focuses on English language projects for members of the Azerbaijani Internally Displaced Persons communities and other communities outside of Baku in need of additional resources and expertise.

Alumni Engagement Innovation Fund
AEIF provides alumni of U.S. government-sponsored and facilitated exchange programs with funding to expand on skills gained during their exchange experience to design and implement innovative solutions to global challenges facing their community. Since its inception in 2011, AEIF has funded nearly 500 alumni-led projects around the world through a competitive global competition.
GIPA Master's Degree Program in Journalism
The coursework will be taught by instructors from the United States, Georgia and European Union member states. The program is funded by the U.S. Department of State. The overall goal of the program is to strengthen the media in the South Caucasus.
Fulbright Foreign Student Program
The program enables young professionals from Azerbaijan to study for one year or longer at U.S. universities to pursue a master’s level of study in the all the fields.

Fulbright Faculty Development Program
The Faculty Development Program model is designed for junior faculty, currently teaching in their home country. The goal of the program model is to introduce participants to best practices and theoretical approaches to curriculum development in the U.S., and provide them with concrete strategies on how to develop curriculum for a course, including an overview of academic and research resources.
Fulbright Visiting Researcher Program
The Fulbright Non-Degree Visiting Researcher Program for Doctoral Students enables Azerbaijani active PhD students to conduct one academic year of guided thesis research at an American university. Grants last 6 to 9 months, and PhD students from any field can apply.
Fulbright Visiting Scholar Program
The Fulbright Visiting Scholar Program is a non-degree, post-doctoral award program for junior and senior researchers, university lecturers and experts from academic institutions who wish to conduct post-doctoral research, lecture, or pursue combined lecturing and research in the United States.
The Fulbright Teaching Excellence and Achievement Program (Fulbright TEA) is sponsored by the U.S. Department of State, Bureau of Educational and Cultural Affairs. Fulbright grants are awarded to students, scholars, teachers and other professionals from the United States and to foreign nationals to study, teach, or conduct research.
Fulbright TEA – Media Literacy Cohorts
The Fulbright Teaching Excellence and Achievement (Fulbright TEA) Program Media Literacy Cohort is sponsored by the U.S. Department of State, Bureau of Educational and Cultural Affairs. Teachers are nominated to participate in the Fulbright TEA Program Media Literacy Cohort based on their educational experience, academic training, leadership, and professional experience.

The Hubert H. Humphrey Fellowship Program, a Fulbright exchange, enhances leadership among international professionals who collaborate to address local and global challenges and foster change for our collective good.
Study of the U.S. Institutes for Secondary Educators
The Study of the U.S. Institutes for Secondary Educators are intensive, post-graduate level academic programs with integrated study tours whose purpose is to provide foreign secondary educators and administrators with the opportunity to deepen their understanding of U.S. society, culture, values, and institutions. The ultimate goal of the Institutes is to strengthen curricula and to enhance the quality of teaching about the United States at overseas secondary schools and other academic institutions.
Study of the U.S. Institutes for Scholars
Study of the U.S. Institutes for Scholars (SUSIs) are intensive post-graduate level academic programs with integrated study tours whose purpose is to provide foreign university faculty and other scholars the opportunity to deepen their understanding of U.S. society, culture, values, and institutions. The ultimate goal of the Institutes is to strengthen curricula and to enhance the quality of teaching about the United States in academic institutions abroad.
Study of the U.S. Institutes for Student Leaders
Study of the U.S. Institutes (SUSIs) for Student Leaders are intensive, short-term academic programs whose purpose is to provide groups of undergraduate student leaders with a deeper understanding of the United States while simultaneously enhancing their leadership skills. The SUSI on Civic Engagement will enhance participants’ knowledge of U.S. history, government, institutions, society, and culture within the context of the theme.
Global Undergraduate Exchange Program
The Global Undergraduate Exchange Program (Global UGRAD) is sponsored by the U.S. Department of State’s Bureau of Educational and Cultural Affairs. It is a fully-funded scholarship for one semester of non-degree academic study at an assigned U.S. college or university. Participants are emerging leaders committed to their home communities. During the Program, Global UGRAD participants challenge themselves to explore U.S. society, culture, and academic learning. They also participate in community service and enhance their professional skills.
Non-Degree Digital Media and Communications Program
Up to four Azerbaijani students will be selected for the program, which will be offered for a year from August 2023 to June 2024. It will also include a pre-program orientation in June 2023. The selected students will study at a community college in the United States alongside other American and international students. This is a non-degree program. Students will be expected to return to Azerbaijan upon the completion of the program. The U.S. State Department will provide tuition and financial assistance for the duration of the program in the United States.
The Benjamin Franklin Transatlantic Fellowship
The Benjamin Franklin Transatlantic Fellowship is an intensive short-term exchange program, created to foster relationships among young Europeans and Americans to build strong linkages and awareness of shared values.
Future Leaders Exchange Program (Flex)
The FLEX Program provides scholarships for 11th grade students from Azerbaijan to spend an academic year in the United States, living with a host family, and attending an American high school. The FLEX Program is sponsored by the U.S. Department of State, Bureau of Educational and Cultural Affairs .
