Dear Offeror:
The Embassy of the United States of America invites you to submit a proposal for janitorial service for U.S. Embassy Baku, Azerbaijan.
If you are interested in submitting a proposal on this project, please carefully read the instruction to offerors in Section 4 of the attached Request for Quotation.
Please email your proposal to BAKUBIDBOX@STATE.GOV with a copy to BAKUBIDBOX@GMAIL.COM on or before 18:00 (6:00PM) Baku time, December 14, 2023. No proposal will be accepted after this time.
The title of the email with your proposal must state the solicitation number. Failure to adhere to this requirement may result in your proposal disqualification.
It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.
In order for a proposal to be considered, you must also complete and submit the following:
- Standard Form 1449;
- Section 1, Price;
- Section 3, Solicitation Provision;
- Information as required in Section 4;
- Section 5, Representation and Certificates.
This will be a firm fixed price purchase order/contract with no adjustment for any escalation in costs or prices of labor or materials. Each offeror will be responsible for determining the amount and materials that will be required to complete the project, and for pricing its proposal accordingly.
Please be advised that each offeror is responsible for furnishing complete information to its subcontractor and suppliers, such as details and quantities required by the specifications. Subcontractors and suppliers should not be referred to the Embassy for determining the amount or quantities of materials required.
The Contracting Officer reserves the right to reject any and all proposals and to waive any informality in proposals received. In addition, the Embassy reserves the right to establish a competitive range of one or more offerors and to conduct further negotiations concerning price and other terms before awarding the contract, or to award without discussions.
An organized Site Visit will be held on November 20, 2023 at 09:00 AM hour’s local time at the Annex and Warehouse of U.S. Embassy Baku. The site visit will start at the Embassy Annex (Landmark 1).

Offerors planning to attend the site visit must submit the names (First Name, Surname), nationality and phone number of their company’s representatives to the attention of Anar Rzayev, Procurement Agent, U.S. Embassy Baku, e-mail: RzayevA@state.gov no later than November 16, 2023. This information must be provided in order to ensure access to the site. No substitutes or additional persons may attend the site visit. Attendees are requested to carry their National ID along with them.
Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
